The Board's central role is to direct the association's work
by determining strategic direction and policies in an effective
and accountable way.
The Board delegates operational management - the implementation
of Board policies and strategy - to bpha's staff,
led by the Chief Executive and Management Team.
Members of the Board include residents who are elected by other
residents, councillors nominated by Bedford Borough Council in
accordance with the terms of our transfer agreement with the Council
in 1990, and independent members selected to meet specific skills
and expertise needed to control and direct a large social enterprise.
All Board members share responsibility for the Board's decisions.
bpha has continued to streamline the Board in
accordance with acknowledged good practice on governance.
In 2005, overall Board membership reduced from 15 to 10, comprising
the Chief Executive and nine non-executive Board members, to include
two Bedford Borough Council nominees, one resident and six independents.
The independent members have been drawn from a wide background
bringing together professional, commercial and local experience.
