Bulky waste FAQs

Bulky waste charges were previously included in communal cleaning charges for your home, which includes cleaning and/or caretaking. From April 2026 the annual service charge for bulky waste will be listed separately. Bulky waste covers large items that are not appropriate for household bins, plus household rubbish that has been illegally or inappropriately disposed of. Bulky waste charges are based on the number of annual collections for your block/scheme.

We have seen an increase in fly-tipping incidents – the cost of clearing these falls to bpha and is passed to customers through service charges. We hope that giving customers a clearer understanding of these costs will raise awareness and help to reduce fly-tipping within our local communities.

If you are a Shared Owner or Leaseholder you will not have been charged Bulky Waste on your estimate before, but you may have seen this charge on your year end reconciliation. We are now adding this charge to your estimate to reduce any deficit that you would have on your year end reconciliation.

Why is there a new service recharge for bulky rubbish removal? It was not on my previous list of service charges.

How will this affect my charges?

Bulky waste charges have always been included in your service charge. This is not a new charge. Previously bulky waste was included within your communal cleaning charge, so you’ll notice a reduction from last year on that line.

When will the bulky rubbish be collected?

The contractor will attend to remove bulky waste that’s considered a health and safety risk. Please report any fly-tipped or dumped waste to bpha so that we can make arrangements for clearance.

How do I know I am not paying for someone’s else bulky waste?

Where we can identify those responsible for dumping waste, we will recharge the costs involved. Where we cannot identify the perpetrators, the clearance cost will be covered by the service charges. We would encourage customers to report those responsible for fly-tipping - if we’re able to identify all perpetrators and reduce the costs we’re currently incurring to clear waste, we would be able to review this element of the service charge in the future.

Can I report bulky rubbish/fly tipping anonymously?

Yes, you can. We will not disclose your identity, and we do have a whistle-blower policy.
You can call our Customer Communications Centre and state on the call that you wish to remain anonymous.

Do I have to pay for a bulky waste service when I dispose of my items in the right way?

This is a scheme or estate charge, and we cannot recharge individuals until they have been clearly identified either by CCTV or evidence in the rubbish collection. Where we have obtained evidence, we will recharge the resident directly.
